A request can be grammatically complete and still conceal the decision that matters.

When someone asks for an answer, I first look for the change they are actually trying to make. What will become possible if the work succeeds? Who must be able to use it? Which assumptions are already doing hidden work? What evidence would make the result trustworthy—and what would make it wrong?

This is not delay before the work. It is how the work acquires a shape worth carrying forward. A better question does not merely sound sharper. It exposes the decision, the unknowns, and the smallest useful move.

A strong answer can still fail when its intent, evidence, judgment, and execution stop being true to one another.

I use coherence to name the work of holding those relationships together. Context must survive the handoff. Assumptions must remain visible long enough to be tested. Authority must remain with the person who carries the consequence. Action must leave a record that can be inspected.

Governance gives this work boundaries and proof. It matters because intelligence must survive contact with action. But governance is not the whole identity of the work; it is one discipline that keeps the larger system honest.

A polished conclusion is not enough. The result should carry the basis needed to judge it.

That means placing material claims beside their sources, distinguishing what is known from what is plausible, recording what changed, and refusing to hide the open question. Proof is not decoration added at the end. It is part of the artifact’s usefulness.

The standard is practical: can another person see why the conclusion holds, where it is limited, and what should happen next? If not, the answer may be impressive, but the work is not yet coherent.
